Ukrainians Seeking Protection in Ireland

Summary Report of 9th September 2022

On 24 February 2022, Russia began a military invasion of Ukraine, in a major escalation of the Russo-Ukrainian conflict that had begun in 2014.

In the days that have followed millions of Ukrainian women and children have sought refuge in countries that will accept them. Since the beginning of March work has been ongoing to make accommodation available to Ukrainian people in Ireland.

Civil Defence has been involved/ tasked as follows.

  • From 15th March – 19th April, Civil Defence volunteers assisted and supported Ukrainian people arriving in Rosslare. 12 volunteers every second day as Cherbourg vessel arrived in port.  Wexford Civil Defence were leading the operation.
  • From 22nd March to 12th April, Civil Defence was tasked by the Department of Children to provide first aid cover at City West temporary Rest Centre complex from 7pm – midnight, 7 days per week.
  • Since the weekend of 19th – 20th March, each Civil Defence unit has been placed on standby. Civil Defence have set up Rest Centres in 21 local authority areas to date.
  • 13 Civil Defence Rest Centres are currently operational in Regional, Ballyogan (1) – Dublin, Kildare & Wicklow ; Dublin (2), Kilkenny (1), Tipperary (2), Waterford (4), Carlow (1), Clare (1), Monaghan (1)
  • A total of 963 displaced persons are currently accommodated by Civil Defence: Regional (300), Dublin (200), Kilkenny (104), Tipperary (86), Waterford (187), Carlow (62), Clare (18), Monaghan (6).
  • Many units are transporting displaced persons from rest centres and temporary accommodation to B&Bs, hotels and houses, as and when required. Units are also transporting displaced persons to school registration, Department of Social Protection Offices and GP, Hospital and Dental appointments, Post Offices, Language Workshops.
