Dublin Civil Defence – Malahide Multi Agency Flood Exercise – 28th April 2013
A simulated multi agency flood-exercise took place on Broadmeadow Estuary outside the Malahide Rugby Club on Sunday 28th April 2013. Participating were Dublin Civil Defence, Dublin Fire Brigade, An Garda Síochána, Fingal County Council and Irish Coast Guard.

The objective of the exercise was to rescue simulated casualties from the north shore of the estuary which is deemed to be a flooded area and bring them to safety to the south shore of the estuary where the casualties were triaged and transported on to the local rest centre in Holywell or to the nearest appropriate medical facility depending on their condition. The rest centre was established with beds and catering facilities as well as staff on hand to register the casualties who attended.

Dublin Fire Brigade acted as Lead Agency and took the Command and Control function in the Dublin Incident Command Unit. They tested their new satellite link to Tara St Fire station. They also tested in conjunction with Civil Defence volunteers the floating platforms on the mudflats in the estuary.

Civil Defence commanded the Civil Defence volunteers utilising the Fingal/CD Incident Command Unit and had a Liaison Officer with the DICU and tasks were set from there. Civil Defence evacuated the casualties from the north shore via the Hagluund amphibious tracked vehicle to south shore where a floating pontoon was erected to berth the Hagluund against. The casualties were assisted over the rocky shoreline via fire service ladders and volunteers of Dublin Civil Defence.

The exercise was designed to test the ability of Civil Defence and the other agencies to efficiently and safely rescue and accommodate casualties from such an event.
