Civil Defence Headquarters are located in Benamore, Roscrea, Co. Tipperary. The offices are open from 09:15 to 17:30, Monday to Friday. The building is well sign posted off the Roscrea by-pass.

Civil Defence Headquarters is divided into 3 sections: Training College, Policy and Planning, Finance and Procurement. The headquarters includes a large lecture theatre and several classrooms. Groups of volunteers come to Roscrea throughout the year for training. These courses are normally at instructor level. Volunteers learn skills which they can then pass on at local level.

PHOENIX TRAINING CENTRE

Civil Defence operates a training facility to the rear of Ratra House, Phoenix Park, Dublin. Ratra House was the national headquarters of Civil Defence prior to its decentralisation to Roscrea, Co. Tipperary.

The facility has lecture rooms, dining facilities and accommodation for twenty five people. The facility also has an outdoor training range, originally built as a bombed out street, where specialist techniques and skills can be practised. The facility is regularly used for both evening and weekend training courses.

The training range is also used by other State agencies including the Garda Siochana, Army, HSE and Dublin Fire Brigade.
